Rural Colorado / 20% of the state has no broadband access

Frank Ohrtman, former manager in the Colorado Office of Information Technology who also oversaw a lot of the broadband mapping in the state as well as the verification of the data provided by incumbents says that the rural areas (comprising of an estimated 20% of the population of the state) does not have broadband. He is uniting the efforts of 40 out of the 64 counties to address things. The community co-op/broadband as a utility model is the way forward.
